澳洲移民部长今天说了啥？新政何时实施？

内政部长托尼·伯克在全国新闻俱乐部发表讲话时，宣布了多项移民政策改革，以加强澳大利亚的签证制度。

As Tony Burke begins his National Press Club address, we now know the key details of the government’s migration overhaul.

随着托尼·伯克（Tony Burke）开始在澳大利亚国家新闻俱乐部发表演讲，联邦政府移民制度改革的主要内容也随之公布。

Removing unlawful non-citizens, cracking down on “visa-hopping”, and introducing a ballot system for second- and third-year backpackers are among a suite of measures in the federal government’s plan to reduce temporary migration.

联邦政府计划采取一系列措施减少临时移民人数，包括遣离无合法身份的非公民、打击通过不断转换签证来延长在澳停留时间的“签证跳转”行为，以及针对申请第二年和第三年延期的背包客引入抽签制度。

Family applicants on most student visas will be restricted, a “no further stay” condition will be introduced for all visitor visas, and “rogue migration agents” who knowingly support visa applications without merit will also be targeted.

大多数学生签证将限制申请人携带家庭成员；所有访客签证将加入“不得继续停留”（No Further Stay）条款；对于明知签证申请缺乏合理依据，仍协助递交申请的“不良移民代理”，政府也将予以重点打击。

Priority processing will be allocated for key sectors in the skilled migration pathway, including healthcare, construction, education, law enforcement, defence, resources, agriculture, aquaculture, and fishing.在技术移民通道中，政府将对若干重点行业给予优先审理，包括医疗保健、建筑、教育、执法、国防、资源、农业、水产养殖及渔业。

Burke said the federal government supported immigration but was “opposed to anyone rorting the immigration system”.

伯克表示，联邦政府支持移民，但“反对任何人钻移民制度的空子”。

“Almost everyone who comes to Australia is a good guest in our country. These reforms are to ensure that our migration system can be better targeted to the current needs of Australia,” he said.

The measures aim to reduce Australia’s net overseas migration figure to 245,000 this financial year, and 225,000 in 2027–28.
